The media and spectators were out in full force as Mayor Bob Walkup drove a trolley full of dignitaries through the newly opened Fourth Avenue Underpass to break the ribbon at 4:51 Thursday afternoon, Aug. 20. Then the trolley made its first loop through Downtown, before breaking another ribbon heading back up Fourth Avenue.
