Proposed:

Opwest Partners is proposing to renovate the first eight floors of the 23-story One South Church office tower into a high-end hotel with about 150 rooms. The plan also proposes 1,500 square feet of meeting space, a fitness center and a restaurant on the bottom floor with a patio. Floors 11 through 23 of the building would remain as offices. The project cost is estimated at around $38 million.

According to Rio Nuevo, the developers are asking the Board for eight years of insulation from property taxes using the vehicle of a Government Property Lease Excise Tax (GPLET) lease and for site-specific sales tax revenue sharing of up to $1 million. The developers are hoping to begin construction by the end of 2020 and be open by the end of 2021.
